  • ENVIRONMENTAL IMPACT ASSESSMENT -www.omeuganda.org

"Environmental Impact Assessment (EIA) is the process of assessing the likely environmental impacts of a proposal and identifying options to minimize environmental damage. The main purpose of EIA is to inform decision makers of the likely impacts of a proposal before a decision is made. EIA provides an opportunity to identify key issues and stakeholders early in the life of a proposal so that potentially adverse impacts can be addressed before final approval decisions are made." EIA is not a way of allowing an environmental 'veto' on development proposals. Environmental considerations may be set aside in favor of other considerations including economic and other benefits of going ahead. The Commonwealth and each State and Territory has legislation relating to EIA. EIA is a structured approach for obtaining and evaluating environmental information prior to its use in decision-making in the development process. This information consists, basically, of predictions of how the environment is expected to change if certain alternative actions are implemented and advice on how best to manage environmental changes if one alternative is selected and implemented. Until relatively recently, with a few notable exceptions, EIA focused on proposed physical developments such as highways, power stations, water resource projects and large-scale industrial facilities. Slowly, but increasingly, its scope of application is expanding to include policies, plans and other actions which also form part of the development process. Decision-makers are provided, by EIA, with information (and often recommendations) on the anticipated consequences of their choices. EIA is, therefore, a management tool with technical input, not a technical aid with 'add on' management aspects. This distinction is crucial to an understanding of the objectives of EIA and how it can best be implemented.

  • MONITORING AND EVALUATION (www.omeuganda.org)

Monitoring and evaluation (M&E) is a process that helps improve performance and achieve results. Its goal is to improve current and future management of outputs, outcomes and impact. It is mainly used to assess the performance of projects, institutions and programmes set up by governments, international organizations and NGOs. It establishes links between the past, present and future actions. Monitoring and evaluation processes can be managed by the donors financing the assessed activities, by an independent branch of the implementing organization, by the project managers or implementing team themselves and/or by a private company. The credibility and objectivity of monitoring and evaluation reports depend very much on the independence of the evaluator or evaluating team in charge. Their expertise and independence is of major importance for the process to be successful. Many international organizations such as the United Nations, the World Bank group and the Organization of American States have been utilizing this process for many years. The process is also growing in popularity in the developing countries where the governments have created their own national M&E systems to assess the development projects, the resource management and the government activities or administration. The developed countries are using this process to assess their own development and cooperation Evaluation Evaluation provides an opportunity to reflect and learn from what you have done, assess the outcomes and effectiveness of a project and think about new ways of doing things. In other words, it informs your future actions.

  • CONSTRUCTION (www.omeuganda.org)

Construction differs from manufacturing in that manufacturing typically involves mass production of similar items without a designated purchaser, while construction typically takes place on location for a known client.[2] Construction as an industry comprises six to nine percent of the gross domestic product of developed countries.[3] Construction starts with planning design, and financing; and continues until the project is built and ready for use. Large-scale construction requires collaboration across multiple disciplines. An architect normally manages the job, and a construction manager, design engineer, construction engineer or project manager supervises it. For the successful execution of a project, effective planning is essential. Those involved with the design and execution of the infrastructure in question must consider zoning requirements, the environmental impact of the job, the successful scheduling, budgeting, construction-site safety, availability and transportation of building materials, logistics, inconvenience to the public caused by construction delays and bidding, etc. The largest construction projects are referred to as mega projects. www.omeuganda.org
